L'effondrement de l'Union soviétique et la guerre en Yougoslavie ont favorisé le trafic d'héroïne en Europe. La traditionnelle Route des Balkans a ainsi en partie été revigorée par l'instabilité sociale et politique et par l'arrêt des contrôles frontaliers. Le besoin d'armes était le moteur de ce développement, mais les effets secondaires furent l'augmentation de la toxicomanie dans les Balkans.
ENGLISH :
The collapse of the Soviet Union and the war in Yugoslavia both encouraged the trafficking of heroin into Europe. Social and political instability and the breakdown of border controls helped reinvigorate the traditional Balkan Route. The driving force behind this expansion was the need for weaponry, but the by-product has been increased drug dependence in the Balkans. (Author's abstract)
