Présentation d'un cadre pour l'évaluation d'activités et programmes ayant comme objectif la réduction des risques. Sont pris en compte : la logique, la mise en oeuvre, les résultats, le coût et la rentabilité des initiatives ainsi que les intérêts des investisseurs potentiels et les modèles théoriques. L'évaluation des initiatives de réduction des risques est essentielle si ses partisans veulent les faire considérer comme alternatives valables aux approches qui prônent l'abstinence.
ENGLISH :
This paper presents a framework for the evaluation of activities and programs with harm-reduction objectives that draws attention to the logic, implementation, outcomes, costs, and cost-effectiveness of these initiatives and encompasses stakeholder concerns and theoretical models. Evaluations of harm-reduction initiatives are essential if their pro- ponents wish to establish them as viable alternatives to abstinence- oriented approaches.
