Approximately 56-90% of people who use drugs will spend time in prisons for a variety of crimes including drug use, possession, trafficking and sale, as well as for acquisitive crimes committed to support drug use. In many countries around the world, the growth of prison populations and resulting overcrowding has been attributed to the police campaigns to arrest and prosecute drug offenders.&lt;br/&gt;
Evidence-based prison health programmes, including harm reduction interventions such as needle and syringe programmes (NSPs) and opioid substitution therapy (OST), significantly reduce drug-related harms among vulnerable populations. Since the early 1990s, an increasing number of countries have introduced these interventions to reduce HIV and HCV in prisons. iii However, the acceptance of harm reduction measures in places of detention has been difficult in most countries. This is often linked to the assumption on the part of policy-makers that such interventions are unsafe or inappropriate in closed environments.&lt;br/&gt;

Les informations réunies en 2011 ont permis d&#039;actualiser dans ce nouveau rapport les indicateurs clés sur la consommation d&#039;alcool, sur les résultats obtenus en matière de santé et sur les mesures visant à réduire les dégâts provoqués par l&#039;alcool dans toute l&#039;Union européenne (UE). Ce rapport fait le survol des études les plus récentes sur les stratégies efficaces en matière d&#039;alcool, et comprend des données de l&#039;UE, de Norvège et de Suisse sur la consommation d&#039;alcool, la nocivité de l&#039;alcool et les stratégies pouvant être adoptées en la matière. Ces données ont été recueillies lors d&#039;une enquête de 2011 effectuée dans le cadre d&#039;un projet de la Commission européenne et du Bureau régional de l&#039;OMS pour l&#039;Europe. Ce rapport met à jour les bases factuelles relatives à certains aspects importants des politiques concernant l&#039;alcool, et fournit aux décideurs politiques et aux autres intervenants qui s&#039;emploient à limiter l&#039;impact négatif d&#039;une consommation excessive d&#039;alcool sur la santé et sur la société des informations dont ils pourront s&#039;inspirer pour agir à l&#039;avenir.&lt;br/&gt;
L&#039;alcool constitue l&#039;un des trois axes prioritaires de la santé publique à l&#039;échelle mondiale. Quoique seule la moitié de la population mondiale consomme de l&#039;alcool, celui-ci est la troisième cause mondiale de morbidité et de mortalité prématurée, après le déficit pondéral à la naissance et les rapports sexuels non protégés. En Europe, l&#039;alcool est le troisième facteur de risque de maladie et de décès après le tabagisme et l&#039;hypertension artérielle.&lt;br/&gt;

This new report uses information gathered in 2011 to update key indicators on alcohol consumption, health outcomes and action to reduce harm across the European Union (EU). It gives an overview of the latest research on effective alcohol policies, and includes data from the EU, Norway and Switzerland on alcohol consumption, harm and policy approaches. The data were collected from a 2011 survey, carried out as part of a project of the European Commission and the WHO Regional Office for Europe. The report updates the evidence base for some important areas of alcohol policy, and provides policy-makers and other stakeholders in reducing the harm done to health and society by excessive drinking with useful information to guide future action.&lt;br/&gt;
Alcohol is one of the world&#039;s top three priority areas in public health. Even though only half the global population drinks alcohol, it is the world&#039;s third leading cause of ill health and premature death, after low birth weight and unsafe sex. Il révèle que seulement 45 % des clients des cafés, bars et restaurants y consomment des boissons alcoolisées. Il s&#039;agit surtout des plus de 45 ans qui représentent 51 % des consommateurs. Plus globalement, la tendance vers une consommation plus occasionnelle se confirme, avec moins de consommateurs quotidiens (14 %). The illicit drug trade is the largest in value among global illicit commodities, at some $320 billion US dollars, according to the UN World Drug Report. Endeavours to control such a large illicit market would be enhanced by improved understanding of the economics of the trade. However, due to its illicit nature many aspects of the illicit drug market are largely unknown. This study explored one economic aspect of illicit drug dealing, profitability, with the aim of developing a better picture of the financial gains from illicit drug dealing. METHODS. Data were obtained from judges sentencing remarks, key informants from law enforcement, and other published reports which detail the prices paid for methamphetamine in Australia. The financial margins attained from non-crystal methamphetamine dealing in Australia were calculated by examining the best fit for the relationship between prices and quantities: in this case a power law. RESULTS. If it is assumed that a single deal is divided (“cut”) between 4 times and 20 times before selling to the next customer, the mark-ups can range from 24% to 59%. The mark-ups appear low compared with those found in US research, but similar to those found in UK research. CONCLUSIONS. To our knowledge, this is the first attempt to analyse profitability of methamphetamine dealing in Australia. There is growing evidence about illicit use of buprenorphine in the U.S. The study aims to: (1) identify prevalence and predictors of illicit buprenorphine use in a community sample of 396 young adult (18–23 years old) non-medical users of pharmaceutical opioids and (2) describe knowledge, attitudes and behaviors linked to illicit buprenorphine use as reported by a qualitative sub-sample (n = 51). METHODS. Participants were recruited using respondent-driven sampling. Qualitative interview participants were selected from the larger sample. The sample (n = 396) was 54% male and 50% white; 7.8% reported lifetime illicit use of buprenorphine. RESULTS. Logistic regression analysis results indicate that white ethnicity, intranasal inhalation of pharmaceutical opioids, symptoms of opioid dependence, and a greater number of pharmaceutical opioids used in lifetime were statistically significant predictors of illicit buprenorphine use. Qualitative interviews revealed that buprenorphine was more commonly used by more experienced users who were introduced to it by their &quot;junkie friends.&quot; Those who used buprenorphine to self-medicate withdrawal referred to it as a &quot;miracle pill.&quot; When used to get high, reported experiences ranged from &quot;the best high ever&quot; to &quot;puking for days.&quot; Participants reported using buprenorphine/naloxone orally or by intranasal inhalation. Injection of buprenorphine without naloxone was also reported. CONCLUSION. Our findings suggest that illicit buprenorphine use is gaining ground primarily among whites and those who are more advanced in their drug use careers. To assess existing health economic strategies, which are used to evaluate the economic value of drugs to treat alcohol dependence (AD) such as acamprosate, naltrexone and any other pharmaceuticals. METHODS. A systematic literature search on AD treatment economic evaluation studies was performed in multiple electronic bibliographic and economic databases. RESULTS. A total of seven studies were found that involved economic evaluations of pharmacotherapy treatment of AD. It was seen that all individual pharmacotherapy treatment programs including acamprosate, naltrexone and combined treatments have resulted in a net benefit or cost savings. However, the examined studies used different methods to estimate the costs, cost savings, and cost effectiveness of the treatments. CONCLUSIONS. Pharmacotherapy treatment of AD produced marked economic benefits. However, the number of studies on the economic evaluation of pharmacotherapy for AD treatment is limited. The first phase was carried out in December 2011 and January 2012 and covered the Central, Eastern, Southern and Western region, where opium is sown in fall 2011.&lt;br/&gt;
Confirming the findings of the 2011 Afghanistan Opium Survey, the Risk Assessment of this year indicated the strong association between insecurity, lack of agricultural assistance and opium cultivation. Villages with a low level of security and which had not received agricultural assistance in the previous year were significantly more likely to grow poppy in 2012 than villages with good security and those, which had received assistance. Similarly, villages which had been targeted by an anti-poppy awareness campaign were significantly less likely to grow poppy in 2012.
