Le rapport du groupe d'experts était présenté lors de la 71e réunion des correspondants permanents. Compte tenu du large recours aux traitements de substitution dans les programmes de prise en charge de la toxicomanie, le rapport fait le point sur les pratiques actuelles en Europe. Il analyse les effets des différents médicaments de substitution sur la capacité à conduire en s'appuyant sur les études existantes. Il examine également la réglementation en vigueur et l'incidence des pratiques existantes sur la réinsertion des toxicomanes. Dans leur travail, les experts ont pris en compte les études existantes, notamment les précédents travaux du Groupe Pompidou sur la drogue et la circulation routière, ainsi que les résultats du projet DRUID. Le rapport contient des propositions de principes directeurs pour l'élaboration de règles concernant les traitements de substitution et la conduite, formulées par le groupe d'experts pour adoption par les correspondants permanents. ENGLISH: The report of the expert group was presented at the 71st PC meeting. In view of the wide spread use of substitution therapy, as part of drug treatment programmes, the report examines the state of present practices across Europe. It takes into account the effects of different substitution drugs on the ability to drive based on existing research. Furthermore the rehabilitation and integration implications of existing practise and regulations are explored. In their work the experts took into account existing studies and research, in particular the Pompidou Group's previous work on drugs and road traffic, and the results of the DRUID Project. The report contains proposals for guiding principles for developing regulations concerning substitution treatment and driving, proposed by the expert group, for adoption which PCs will consider for adoption. |
