En octobre 1999 le CHADS (Edimbourg) et l'université d'Amsterdam ont été sollicités dans le cadre de la politique de l'OEDT de mise à disposition d'outils pour les professionnels de la réduction de la demande. Ce projet vise à faciliter les méthodes de collecte de données, à adopter des mesures et des outils communs, et à créer des possibilités de formation et de coopération. L'usager, le décideur politique et l'acteur de terrain ont besoin d'évaluer si leur action a atteint ses objectifs. Ce guide vise donc à préciser les buts et objectifs des actions de prévention de proximité, à en mesurer la portée et à les valoriser. Le thème principal concerne l'auto-évaluation effectuée par les personnes ou groupes directement impliqués dans la réussite de l'action de prévention. Néanmoins l'appel à une évaluation extérieure n'a pas été exclue et on peut espérer que ces recommandations faciliteront le cas échéant les échanges avec un évaluateur externe. ENGLISH : In October 1999 the EMCDDA launched a follow-up study to assess the evaluation of outreach work. CHADS (Edinburgh) and the University of Amsterdam were commissioned to develop evaluation guidelines for outreach work, in line with the EMCDDA strategy to provide assistance tools for demand reduction professionals. Evaluating outreach work involves special requirements, which makes it necessary to adapt existing EMCDDA tools as well as complementing them with new instruments. The project aimed to facilitate data-collection methods, develop evaluation guidelines and tools, and create training and cooperation opportunities. Clients, policy-makers and project staff need ways of assessing whether projects are fulfilling their aims and objectives. This guide aims to help outreach projects to understand their aims and objectives; to understand and value their activity; to improve that activity; and to show themselves and others their worth. The working theme has been self-evaluation in consultation with stakeholders. Self-evaluation has been defined as the process whereby individual projects assess and reflect on their performance. It includes the planning and implementation of action in the light of the assessment. It also includes the learning of new skills by project members. Stakeholders are individuals and groups who have an interest in the aims, objectives and performance of a project or intervention. This can potentially be a lot of people. Although the focus here is on self-evaluation, the issue of external evaluation has not been excluded and, indeed, the authors hope that the guidelines will help projects to have a more productive relationship with an external evaluator.
