It is sometimes assumed that minority/migrant populations are more likely to have problems with drug use than the "native populations". However they are also more likely to have other general problems, such as social and economic disadvantage or poor housing, as well as reduced access to information, prevention and treatment. Information on drug use among minority or migrant populations in Europe is patchy and touches various types of problems. Most of the studies have been carried out in a few EU countries (Belgium, France, Germany, the Netherlands, Spain and the United Kingdom). The literature appears to focus on various subjects such as drug use among a certain minority (e.g. Italians in Amsterdam, Surinamese in Rotterdam, Italians in London, Portuguese in Luxembourg, etc.), ethnic differences in substance use among first generation migrants, risk factors according to different minorities, risk behaviours and risks perception among minorities, psycho-pathological mechanisms linking drug misuse and migration, drug interventions aimed at minorities, and drug dealing/trafficking activities of some migrant groups. A project to map information on the relationships between social exclusion and drugs, focusing on minorities, covering all 15 EU Member States, was carried from September 1999 to November 2000. This project clarified concepts and definitions of minorities, and reviewed the information available. It also analysed relationships between social exclusion, minorities and drugs and identified recommendations for future work. Only the Executive Summary of the project results (11 p.) is available as the final report itself has not been edited, and thus not been published. (Author' s abstract) |
