FRANÇAIS : Cet article est paru in : Combat face au Sida, N° spécial "Toxicomanies" - juin 1998. L'auteur développe l'idée que de nouvelles formes de contrôle médico-social et de normalisation émergent et peuvent se substituer à l'incarcération. Ces nouvelles formes reposent sur : 1) le libre choix du toxicomane, 2) l'individualisation du suivi, 3) la diversité des acteurs du contrôle. Il analyse ce dispositif en montrant qu'il permet de contrôler les usagers en préservant les intérêts de ceux qui tirent profit de l'usage des stupéfiants. Ce contrôle assuré par un dispositif justice-médecine-social (et non plus le dispositif carcéral et police) banalise l'usage lui-même et réduit le champs de l'illégalisme. A ce moment-là se posent les vraies questions que constituent la prévention et la désintoxication ou l'émancipation par rapport à la drogue. (D'après le résumé de l'auteur) ENGLISH : The author develops the idea that behind the new image of the drug addict-cum-citizen, new forms of medical and social control are emerging. They can be a substitute for emprisonment. He describes the characteristics of the emerging system, stressing that it relies partly on the illusion that the medicalized drug addict-delinquent who is "invited" to "volunter" has a choice, and partly on the illusion that medicalized drug addict-delinquent who is "invited" to "volunteer" has a choise, and partly on the variety of workers taking part in the control : social workers, doctors, judges, the police, etc. He analyses the functions of the system, pointing out that whereas users are under control, there is not enough effort to stop the traffic and dismantle the undergroud drug economy. As for the penalization of use, there will no longer be any need for this when the drug addict is controled by a combination of the legal, medical and social services (and no longer by the police and prison system).
